Successful consultations on judicial cooperation between Aruba, Curaçao, the Netherlands and Sint Maarten

The Ministers of Justice of the Kingdom of the Netherlands meet twice a year to discuss a common approach to, among other things,
organized crime, migration and border security.
On Monday 15 August 2022, this so-called Four-Party Judicial Consultation (JVO) took place in The Hague with the Ministers of Justice Tjon (Aruba), Hato (Curaçao),

Migration
An effective migration policy and reinforced border control in accordance with international obligations is of great importance for the entire Kingdom.

As a result of the large influx of migrants from Venezuela since 2014,
increasing attention is being paid to the issue of migrants in the countries,
including the return of migrants.
During the JVO agreements were made to cooperate more intensively in the field of return and repatriation.
The aim is to establish a strong cooperation network that promotes a humane,

transparent and efficient return process, with a special focus on sustainable reintegration and voluntary return.
Agreements have also been made about the evacuation of children during and after a natural disaster within the Kingdom, in order to be able to evacuate children quickly, safely and with sufficient guarantees.
Coast Guard Judicial Policy Plan
The Caribbean Coastguard carries out investigative activities, combats human trafficking and smuggling and the transport of illegal goods,
and cooperates in the fight against terrorism.
Important activities in cooperation with partners to keep the area safe and to intercept regional illegal flows.
New guidelines for these justice tasks of the Coast Guard have been sealed by the ministers in the JVO so that the exchange of information and sharing of knowledge and specialisms is improved.

Cooperation fire brigade CAS-BES
In addition, a new cooperation agreement has been concluded between the fire brigades Aruba, Curaçao,
Sint Maarten and the BES. This will continue the successful cooperation in the field of training and crisis management for another 3 years.
Goal semi-annual meeting
The aim of the six-monthly consultations is to agree on a joint, coordinated approach to the common judicial affairs of the countries.
During the consultations, Minister Yeşilgöz-Zegerius also represents the interests of the Caribbean Netherlands:
Bonaire, Saba and St. Eustatius. The next JVO will take place in January 2023 in Aruba.

2 keer per jaar vergaderen de ministers van Justitie van het Koninkrijk der Nederlanden met elkaar over de gemeenschappelijke aanpak van onder andere georganiseerde criminaliteit,
migratie en grensbewaking.
Maandag 15 augustus 2022 vond dit zogenoemde Justitieel Vierpartijen Overleg (JVO) plaats in Den Haag met de ministers van Justitie Tjon (Aruba),
Hato (Curaçao), Yeşilgöz-Zegerius (Nederland) en Richardson (Sint Maarten).
Migratie
Een effectief migratiebeleid en versterkt grenstoezicht conform de internationale verplichtingen is van groot belang voor het hele Koninkrijk.
Als gevolg van de grote migrantenstroom uit Venezuela sinds 2014, is er met toenemende mate aandacht voor het vraagstuk van migranten in de landen onder andere op het terrein van de terugkeer van migranten.
Tijdens het JVO zijn afspraken gemaakt om intensiever samen te werken op het gebied van terugkeer en repatriëring. Het doel is om een sterk samenwerkingsnetwerk op te richten dat een humaan,
transparant en efficiënt terugkeerproces bevordert, met bijzondere aandacht voor duurzame re-integratie en vrijwillige terugkeer.
Ook zijn afspraken gemaakt over de evacuatie van kinderen tijdens en na een natuurramp binnen het Koninkrijk,
om kinderen snel, veilig en met voldoende waarborgen te kunnen evacueren.
Dit is met name van belang om kinderontvoeringen tegen te gaan en situaties zoals in 2017 na orkaan Irma waarbij kinderen zijn verplaatst zonder deugdelijke registratie te voorkomen.
Justitieel Beleidsplan kustwacht
De Kustwacht Caribisch Gebied voert opsporingsactiviteiten uit,
gaat mensenhandel- en smokkel en vervoer van illegale goederen tegen en werkt mee aan terrorismebestrijding.
Belangrijke activiteiten om in samenwerking met partners het gebied veilig te houden en regionale illegale stromen te onderscheppen.
Nieuwe richtlijnen voor deze justitie taken van de Kustwacht zijn door de ministers in het JVO bezegeld zodat de uitwisseling van informatie en deling van kennis en specialismen verbeterd wordt.
Samenwerking brandweer CAS-BES
Daarnaast is er een nieuwe samenwerkingsovereenkomst tussen de brandweerkorpsen Aruba, Curaçao, Sint Maarten en de BES afgesloten.
Hiermee wordt de succesvolle samenwerking op het gebied van opleidingen en crisisbeheersing voor nog eens 3 jaar voortgezet.
Doel halfjaarlijks overleg
Het doel van het halfjaarlijks overleg is afstemming over een gezamenlijke,
gecoördineerde aanpak van de gemeenschappelijke justitiële aangelegenheden van de landen.
Minister Yeşilgöz-Zegerius behartigt tijdens het overleg uiteraard ook de belangen van Caribisch Nederland:
Bonaire, Saba en St. Eustatius. Het volgende JVO zal plaatsvinden in januari 2023 op Aruba.
