Statistics Netherlands wants to avoid racist undertones in the classification of the Dutch population by origin. But the new classification with ‘neutral’ terminology also lacks something, according to Ulli d’Oliveira.

Is migration from Curaçao to Amsterdam the same as moving from Harlingen to Amsterdam?
The Central Bureau of Statistics (CBS) has once again devised a new classification of the population by origin.

The division into natives and immigrants introduced fifty years ago, intended as a chic euphemism, had degenerated into a stigmatizing distinction with racial undertones.

That is why in 2016 a switch was made to a classification according to whether or not the immigrant background of the first or second generation was Western or not.

Opinion

This well-intentioned (?) terminology also became jaded in no time and showed increasingly clear racial and cultural prejudices.

That is why, after extensive discussions with all kinds of stakeholders and experts, a new, ‘neutral’ terminology has been decided, which will be gradually introduced.

The new classification first sorts whether someone was born in the Netherlands or not.

If he/she was born in the Netherlands, then it is registered whether one or both parents were also born in the Netherlands.

If so, then one is of purely Dutch origin.

Country of Origin
If, on the other hand, someone was born abroad, or if that is the case with one or both parents, then a breakdown is made according to country of origin.

Opinion

In doing so, the zoom is progressively zoomed in further and further. The first step is the division Europe/outside Europe. The second: outside Europe is broken down into classical migration countries Turkey, Morocco, Suriname, Indonesia and the Dutch Caribbean, and the other countries outside Europe.

Subsequently, the other non-European countries are further subdivided into the rest of Africa, the rest of Asia and the rest of the Americas and Oceania. And finally the individual countries are discussed.

Assuming that there is a certain need to monitor the ins and outs of population groups in the Netherlands and to develop policy if necessary, the collection of demographic facts is necessary – although the urge to register scientifically must be kept in check. But the new layout also raises questions. I’ll name a few.

Russia is considered part of Europe, while geographically it is mainly located in Asia.

Conversely, Turkey is counted as part of Asia, while part of it is in Europe.

Opinion

Demography is the deciding factor here: the classification is determined by the fact that the vast majority of the population is concentrated in Europe and Asia respectively.

In this way ‘land’ does acquire a special meaning: not only geographically, but also demographically.

Former Colonies
And then the non-European Dutch Caribbean, just to stay closer to home. This name replaces the old term ‘(former) Netherlands Antilles’.

Are the Dutch Caribbean a classic migration country? I would say: at most this is about internal migration, such as from Harlingen to Amsterdam. The national government also refers to the Caribbean Netherlands when it comes to the BES islands, Bonaire, Sint Eustatius and Saba, which were transformed into a kind of Dutch municipalities on 10 October 2010.

Opinion

Curaçao, Aruba and Sint Maarten, on the other hand, are independent countries within the Kingdom.

The population of the six islands are Dutch and live in parts of the Kingdom of the Netherlands.

If Russia is not in Siberia because most of the Russians live in the European part, then this should also apply to the population of the Caribbean islands: the majority of the Dutch population lives in the Netherlands.

The Antilleans fall into category 1: they are of Dutch origin, Dutch people born in the Netherlands, just like their parents. So the classification is not consistent.

Opinion

The (former) colonies are once again at a loss, creating an exception to the system based on ethnic notions, which is already ramshackle:

the concept of ‘land’ is not exclusively geographical or political, but also mixed with demographic and racial components. .

The same applies to the Surinamese who came to the Netherlands before 1975 as the Dutch from Dutch Suriname. It concerns migration within the Kingdom of the Netherlands.

The country of origin is the Netherlands. What does CBS mean by ‘country’? Does the land have color?

If CBS wanted to monitor the Caribbean and Surinamese population of the Netherlands in Europe if necessary, it would have been logical to use one of the starting points of the new classification:

‘If the research question gives cause to do so, deviated from the main classification and a classification is chosen that better suits the research.’ That should have happened.
